The mission of The FOUR RIVERS Project is to reduce recidivism in South Hampton Roads by serving the disenfranchised men and women 18 and older affected by the criminal justice system, social, economic, and educational deprivation. The mission is accomplished through various agency programs, community resources, and funding sources. The overall goal is to improve the quality of life for those whose lives we touch and transform through outreach efforts.​
